Subject [users@httpd] Redirecting on a port other than 80 isn't working

My intent is that anything to should be redirected to
However, Apache is ignoring the following in my httpd.conf, even after I gracefully reboot.

<VirtualHost *:9080>
ServerSignature On
ErrorLog myError.log
LogLevel warn
<IfModule mod_rewrite.c>
 RewriteEngine On
RewriteRule ^/(.*) [R=301,L] 

Does anyone know what I am doing wrong?
