You must not use flock() over NFS, since it just doesn't work. the PHP
docs say this clearly:

"Warning 

flock() will not work on NFS and many other networked file systems.
Check your operating system documentation for more details."

You should, ideally, use fcntl() instead since in your PHP scripts since
that does offer locking over NFS. Or use a database. Or memcache, or
some other distributed system that doesn't require file locking.
