Subject [users@httpd] My Apache server doesn't execute my CGI script, but download it

Using Apache 2.0 on Linux, I'm trying to create a directory to execute
CGI scripts:

  DocumentRoot "/home/project/web/"
 Alias /foo/ /home/project/foo/web/
   <Directory "/home/project/foo/web/">
    Options Indexes FollowSymLinks
           Order Allow,Deny
           Allow from all
           AllowOverride all
    DirectoryIndex index.php
   <Directory "/home/project/foo/web/uploader">
        Options +ExecCGI
        AddHandler cgi-script .cgi .pl

If I access, Apache downloads it.

But if I execute it via shell, it displays a "hello world" message.
'hello.cgi' script and 'uploader' directory are 755 chmoded.

What am I doing wrong? Thank you very much.
