I think this is what 
http://dev.w3.org/cvsweb/apache-modules/mod_fileiri/mod_fileiri.c is 
doing. http://www.w3.org/2003/Talks/0904-IUC-IRI/slide19-0.html

Is it available in Apache 2.2? If not, why not?
