Try this:

<LocationMatch "(?i)/IE">

Notice that the "(?i)" was moved to the left of the "/".  I've been
working in Perl today and I think I was reading the "/" as the
beginning of the regex.  It's not.  It's part of the pattern to be
matched.  Sorry about that.
