Oh, and just to clarify, I have since changed;

<Directory /www/docs/ftp>
   Options FollowSymLinks
   AllowOverride None
   Order deny,allow
   Allow from all
</Directory>

to

<Directory /www/docs/ftp>
   Options FollowSymLinks
   AllowOverride None
   Order allow,deny
   Allow from all
</Directory>

And included a trailing slash to no success :(
