Looks that way, since the message is triggering the 

 URIBL_SBL,URIBL_WS_SURBL

rules from SpamAssassin (those rules look for domains 
from urls commonly present in spam).

That's actually the bounce message from mail.neoservers.com, not
apache.  Our server is simply rejecting the message.
