Subject [users@httpd] rewrite rule problem

I need some help regarding rewrite rule.

for example should redirect to

I have written this rule for redirection

RewriteRule   ^([^/]+)/([^/]+)/?$$2?name=$1

This works fine but if the url is then it
should go to for this i wrote
another rule which does not work

All the requests not matching the above pattern i had written to goto
test i even tried changing the pattern condition to simple one like
!^/kailash etc but  the pattern doesn not seem to match

RewriteCond   %{REQUEST_URI}  !^([^/]+)/([^/]+)/?$
RewriteRule ^(.*)$$1

let me know what i might be doing wrong
