1) Put both 80 and 443 in a virtual host.
2) In the port 80 virtual host, put the following:

RedirectPermanent / https://my.server.edu/

3) Profit!

The Virtual Host is the most important part. Without it, a  
RedirectPermanent placed in the Main Server Configuration will be  
inherited by the SSL Vhost, creating a redirect loop.
