Ah there are many Windows ways (but since
most here mentioned Unix shell ways) well
without knowing exactly what you need, perhaps
for your own server or for clients - either way,
start by using Microsoft's Windows PowerShell.

Just start scripting your process and Apache
needs, very much like Unix shells (but with
much more)!
