If your Postgresql-libraries are installed in a non-default directory
you might have to Apaches configure script to your pgsql-installation,
e.g.:

  CPPFLAGS="-I/path/to/pgsql/include" \
  LDFLAGS='-L/path/to/pgsql/lib -Wl,-rpath,/path/to/pgsql/lib' \
  ./configure [...]
