 Mmm I don`t know that exist support Processor Affinity on Windows 2003.
But, I can understand that Apache work by default on only one processor of
four availables in my box? this explain the behavior, is correct?

Does your Windows 2003 Server support Processor Affinity?  If so you
can assign Apache to a set of two processors and left two free for the
operating system and other things like a database application.
