Subject [users@httpd] Keeping Redirect working even if ProxyPass active?

I have a working Apache 1.3 config that does this:

<VirtualHost 69.59.189.72:80>
Redirect      permanent /crm/maps/eastbay/index.shtml     
http://www.citycarshare.org/eastbaymap.do
Redirect      permanent /crm/maps/sanfrancisco/index.shtml
http://www.citycarshare.org/sfmap.do
<Location />
  SetHandler caucho-request
</Location>
CauchoConfigFile /vol0/deployed/ccs_website/resin-ccs_website.conf
</VirtualHost>


This all works without messing with LoadModule or AddModule.
But now it's time for Apache 2.2.0, and I try this:

<VirtualHost 69.59.189.74:80>
...
Redirect      permanent /crm/maps/eastbay/index.shtml     
http://www.citycarshare.org/eastbaymap.do
Redirect      permanent /crm/maps/sanfrancisco/index.shtml
http://www.citycarshare.org/sfmap.do
ProxyPass     / ajp://localhost:6808/
</VirtualHost>

And the ProxyPass directive overrides the Redirect directive.  Is there
any way to change the order Apache 2.0 works on these directives?
