Eg User wwwrun Group nogroup Apache will initially start as root user and bind to port 80, then switch to running as the specified user and group. The group and user need to be valid system accounts on your server. You will need to set the permissions of the files you want apache to serve as this user and group as well. I'm not sure about DAV, as I do not use this. The problem may also be with DAV user and group permissions as well. See if you can disable DAV and get Apache running first without it. Once you have apache running OK, enable the DAV module and see if that works ok then.
