This will do what you want it to, and should apply to the 
whole filesystem, unless you override it somewhere else.

<Directory />
  Options none
  AllowOverride none
  Order deny,allow
  Deny from all
  <Limit PUT DELETE TRACE>
    Order deny,allow
    Deny from all
  </Limit>
</Directory>
