Use a rewritecond on %{REMOTE_ADDR}

For example on server on campus B

RewriteCond %{REMOTE_ADDR}         ^10\.10          #asume campus A
IPs start with 10.10
RewriteRule /windowsupdate/servicepacks/(.*)
http:/$1 [R]
