I have tried adding that line to the directory, still not working.

<Directory "folder_name">
 AuthType Basic
 AuthName "Login"
 AuthBasicProvider file
 AuthUserFile /usr/local/httpd/pwd/users.pwd
 Require valid-user
</Directory>
