Oh !, I used to get a 403 error in a similar condition for apache 1.3.X . 
Is this new in 2.0.x ?

Secondly, how can I get a 403 error ?

That's what's supposed to happen. It looks for the files in the
DirectoryIndex list, and then issues a 404 when it can't find one.
