Thanks Boyle, your comments were very helpful.

I moved the directives inside the SSL VH but this was not enough.
Changing the RewriteCond
from :
RewriteCond %{ENV:SSL_CLIENT_S_DN}    (.*)
to :
RewriteCond %{SSL:SSL_CLIENT_S_DN}    (.*) [NC]

solved my problem.
