Use syslog-ng it's quite wonderful.
Set Apache up to log to logger:
CustomLog "|/usr/bin/logger -p local7.info" combined

And set syslog-ng up to send everything from facility7 (local7) to a remote
(syslog-ng) server.

Yep, that's one of several options.  You may want so see modules.apache.org.
