It sounds like you're using "publish" to mean "upload," in which case
there's nothing special about .htaccess files.  It's just a simple 
ASCII text file.  

Perhaps you were thinking of special attention to insure they can't be
served by Apache?  The default config file prevents that.  If not, 
you'll have to clarify what you mean by "publish."
