You don't have apache.exe in your bin folder.  You said that apache was
in services.  Go into services and right-click on the apache service.
Go to properties and it should show the "path to executable:"  Mine
looks like this <   "D:\WebCore2\Apache2\bin\Apache.exe" -k runservice

See where the service is tryin to go to start the service.  Then go to
that directory and run the apache -k stop  & apache -k start.
