We would try it. We actually have more than 20 such processes even after server has been idle. Btw, what is the time after which a process dies in case there is no further request and the number of spare servers is more than 2? If you have more than that when the server is idle, then you should fire up mod_status and look at the server-status handler to see what they are doing.
