No, because he said that only only one of the internal hosts has a
publically-accessible IP address.  So he does, indeed, need to use
ProxyPass:

NameVirtualHost *:80

<VirtualHost *:80>
ServerName host1.example.com
DocumentRoot /path/to/doc/root
</VirtualHost>

<VirtualHost *:80>
ServerName host2.example.com
ProxyPass / http://internal-host.example.com/
ProxyPassReverse / http://internal-host.example.com/
</VirtualHost>
