files cgi, cgi.1, cgi.2 ... can be create by logrotate daemon (man 
logrotate)
In /etc/logrotate.conf or rather /etc/logrotate.d/mycgi you can write for 
example:
/var/log/cgi {
         rotate 10
         weekly
         compress
         missingok
}
