Subject [users@httpd] suEXEC is found but never invoked

When started, Apache (2.0.54) shows that it found the wrapper and likes
its condition:

  error_log:[Wed Jun 29 14:38:37 2005] [notice] suEXEC mechanism enabled
  (wrapper: /usr/sbin/suexec2)

But a script under a userdir runs as the httpd user, not the script's
owner.  It appears that suexec2 is not being invoked.  There are no
entries in the suexec log, and a script (that I got from an article by Ken
Coar):

  #!/bin/sh
  echo "Content-type: text/plain"
  echo ""
  echo "Username="`whoami`

reports:

  Username=apache

(which is *not* the owner of the script).

Where do I go from here?
