I've just had another "Aha!" moment. In working with this problem, I've
recompiled numerous times. Every time, the recompile kept using the /apache2
directory. And even when I recompiled to a different directory such as
/Library/apache2, calls to "httpd -V" would show the original /apache2
directory. (Note: the files were correctly placed in the /Library/apache2
directory when I passed it as the prefix directory.)

Today I noticed that the build date at the top of the results returned by
"httpd -V" was not changing, even on rebuilds done today. So as a test, I
wiped out the source directory (in my case "~/httpd-2.0.54") and replaced it
with a fresh copy. This time when I did the build, today's date appeared
finally appeared as the build date and the root directory was updated
properly.

Is wiping out and replacing the source directory supposed to be necessary
when doing a rebuild?
