OK, sorry is my first post.

I changed it, like Joshua said.

I put in the default-server.conf instead of=20

ScriptAlias /cgi-bin "/srv/www/cgi-bin/"

        	AllowOverride None
        	Options +ExecCGI
        	Order allow,deny
        	Allow from all
</Directory>

Alias /cgi-bin /srv/www/cgi-bin/

Here is the result what the browser said:
