The "R" above indicates an external redirect, which will do the same
as a Redirect directive, so the use of RewriteRule is not the problem.
 The problem is likely the fact that the RewriteRule is inside a
<Directory> section, which is unnecessary and leads to confusion. 
Checking with the RewriteLog would probably show the problem.

Of course, using just the Redirect directive is simpler and should
work fine in this case.
