Subject [users@httpd] Restricted FTP access in Apache

Hello all,

I really appreciate the hard work you guys have put
into the Apache HTTP server.  I have a question
regarding what I would term as "restricted FTP access"
though there may be another term for this.

My problem is that I have files that I want to serve
my customers on a limited basis.  The kind of
functionality I am looking for is:

1> Limited number of FTP access for an approved
customer.  So suppose I have a customer who is
approved, I would like to allow let's say three FTP
downloads of a particular file to that customer.  Then
I would like to be able to reset the number of allowed
downloads for that customer again sometime in the

2> I would also like to secure/restrict/hide from the
customer the actual location of the file she is
downloading.   I would not like the customer to be
able to try to download from my Apache FTP server
directy by just using the URL that was previously
afforded to her.  Similarly, I would like to make sure
she cannot give the URL to someone else in order to
have that person be able to download those files as

I hope the feature set I am looking for has been
explained in clear and concise way.  Please let me
know if there is a need for more information.  I have
read about some of the capabilities of the Apache
server, but for fear of contaminating my request for
information I do not want to mention what I have seen
so far. :)

I also realize that there might not be a canned
solution to this problem, and that I might have to
code something to this effect myself. If that is the
case any hints as to what Apache functionality I could
leverage to achieve this result will be greatly
