Ehm... you dont have apachectl on your path.
You must add the path to the apache bin to your env path, or just point 
the full pathname.. i.e. /usr/local/apache2/bin/apachectl -f blablabla

Nope.. In this case, the binary isn't loading. So, the config files 
arent being read yet.
