It is sufficient to change the Listen and VirtualHost directive and 
restart apache for change to take effect.
....
Listen 127.0.0.1:8080
....
<VirtualHost 127.0.0.1:8080>
....

What happening in your case? is your web server still responding to 
default 80?
Can you show the relevant config directives to spot what you are doing 
wrong.
