This depends on how you installed it in the first place.  If you used
an rpm install, then you should do an rpm upgrade.  If you didn't,
then you need to check whether mod_ssl is compiled statically or
dynamicall.  If you have a LoadModule line in httpd.conf for mod_ssl,
then it is dynamically compiled, and you can most likely upgrade it
without upgrading the rest of the server, as long as you are only
doing a minor version change.  Check the mod_ssl docs on how to use
apxs.
