I've used .htaccess file in the root public html directory.
As long as your httpd.conf file is set up to use .htaccess files
you can skip the <directory /> directives.  Instead try:

RewriteEngine on
RewriteRule   ^(.*)club[/]?$	/index.php [L]
RewriteRule   ^(.*)club/(.*)$	/index.php?data=$2
