Subject [users@httpd] caching question

Hello all,

I have the following problem.

When I access a site over http everything works fine a hit on the reload
button and the site reloads with all its stuff css js....

When I access the same site over https the site loads no problem so far ;)
when I hit the reload button the site loads but not the css stuff (304 in
the web log) I have to clean my brower cache to defenetly get the css
files reloaded.
How can I configure apache/mod_ssl to always resend the css and js stuff
to the client ?

Is this a apache or mod_ssl problem?
