Getting no answer,
I solved the problem myself using the preceding RewriteRule:

RewriteRule ^/~([^/]+)$ /§1/  [QSA,R]

my problem is the following:
having activated "mod_rewrite" and "mod_proxy", I am able to rewrite the data of
my inner apache-webserver

to my outer webserver
that can be accessed by external users,
and is configuered with:

RewriteEngine on
RewriteRule  ^/(.*)$1    [P]

or also (second possibility):

ProxyPass /
ProxyPassReverse /

Nearly all demands to "" succeeded in using the configuration
from "" (even the execution of cgi-scripts).

Only when I am asking for a users $home-directory with:§user
$user = user1/    =>   it works

but for:
$user = user1     =>   redirect to ""
                       => no access for external users

Any attempt to add the "trailing slash" additionally with a preceeding
"RewriteRule" failed !

Some Idea ?
