No. This is one reason why tuning KeepAliveTimeout is important for a high-load server. There is a new mpm under development where keepalive processing is handled by a seperate thread. That allows the "worker" threads to go on serving actual requests. I'm not sure of the current development state of that mpm. Check the 2.1 svn tree if you are interested.
