Is /usr/local/ssl/lib on your LD_LIBRARY_PATH before running apache?

Or, if on linux you can add /usr/local/ssl/lib to the /etc/ld.so.conf 
file , then run ldconfig after changing it. This adds that path to a 
list of directories that will be searched when a shared object (.so) 
file is needed.
