That's true and same I said on email .So , what would be the explanation
for not getting latest html file from Httpsevr in that case? Please
explain which will help us to understand the situation in this
particular case?

check the las_mod time that is coming from the client with the last-mod
timestamp of your html file on disk. Compare those two. My guess is that
the last_mod time of your html files are older than the last_mod time
you are getting on your webserver.
