My CGI is a compiled C program that does:

  int main()
  {
    printf("Content-Type: application/octet-stream\n");
    printf("foo bar baz\n");
    exit (0);
  }

When I run it from a command prompt, I see what I expect.

You mean by typing the file name into the address bar of my browser?  I haven't tried that.
