Subject [users@httpd] is this an apache problem?

i created a submit button on a website hosted by my apache
server and i get this when i click submit:

405 Method Not Allowed
The requested method POST is not allowed for the URL
/Robert_Clemons_AC/custreq.htm.

Apache/1.3.31 Server at blah.com Port 80

if this is an apache problem what can i do to resolve this? and
if not any ideas on what it could be?
