My vhost definition has:

LanguagePriority en de fr da
ForceLanguagePriority Prefer Fallback

My footer.var:

URI: footer

URI: footer.phtml.en
Content-Language: en
Content-type: text/html; charset=UTF-8
URI: footer.phtml.da
Content-Language: da
Content-type: text/html; charset=UTF-8
URI: footer.phtml.de
Content-Language: de
Content-type: text/html; charset=UTF-8
URI: footer.phtml.fr
Content-Language: fr
Content-type: text/html; charset=UTF-8

Currently I only have footer.phtml.en and footer.phtml.de - might lack of
the .da and .fr versions produce the situation I described?
