You didnt tell us which linux distro you are using.
But, you can always download apache source and get ssl.conf from there.
Other way , (on redhat) is to catch httpd rpm , and run

rpm2cpio httpd-snip.rpm | cpio -dimu

that will "extract" all the contents to the current directory
