Subject [users@httpd] more than 1 user can access site even if MaxClients = 1

have i configured my httpd.conf properly? the
MaxClients has been set to 1 yet testing showed that
more than 1 client can access the site.

ServerRoot "/usr/local/apache"
PidFile /var/run/httpd.pid
Timeout 300
KeepAlive On
MaxKeepAliveRequests 100
KeepAliveTimeout 900
MinSpareServers 2
MaxSpareServers 5
StartServers 2
MaxClients 1
