Do you mean like a DESTDIR install?  Typical DESTDIR usage is:

./configure --prefix=/apache2
make
make install DESTDIR=$HOME/reloc

and then the files will be installed into $HOME/reloc/apache2/...
which can be tarred up from the build machine and untarred into /apache2 
on the target machine.
