Excuse my naiveté but based on the url in your original post and the message
in the error log, the link <a href="csvout.php/dataout.xls?ID=<?php echo
$row_obs['Cp_ID']; ?>"> is  telling Apache to look for the dataout.xls file
in a folder named csvout.php. My understanding of your original description
however is that you are expecting the csvout.php script to handle the
request. Would it not be simpler to make a small adjustment to the url in
the link and fix the script accordingly, say,
href="csvout.php?FILE=dataout.xls;ID=....." Then there is no danger of
Apache thinking that your script is a directory?
