Subject [users@httpd] proxy module / connection refused

Hi list,

I have a server running behind apache1.3 with , to which I proxy via 
'RewriteRule ... [P]'.
This server is reconfigured serveral times a day, so he is unreachable 
for 1-2 seconds. So it sometimes happens that I get 'Connection refused: 
proxy connect to 127.0.0.1' when s.o. tries to reach the site during 
these 2 seconds.
What can I do? I would need s.t. like a retry. Is this possible with 
module mod_proxy? <http://httpd.apache.org/docs/mod/mod_proxy.html>
