	Sorry - missed the part where you said that it was having the problem
	serving static pages.
	
	I cannot reproduce this on a Win2k box running 2.0.52 w/ mod_ssl and
	PHP 4.3.8.  Suggest you follow Nick's suggestion and remove PHP
	altogether to start eliminating some possible causes.
