Access to the MRTG stats is controlled by /etc/httpd/conf.d/mrtg.conf in
Fedora; edit that file and add an appropriate "Allow from" statement. 
By default it only allows 127.0.0.1 so access to the pages from
non-loopback interfaces is denied.
