Something like this should work with mod_rewrite in 2.0.51 or later:

  SSLVerifyClient optional
  RewriteEngine On
  RewriteCond %{SSL:SSL_CLIENT_VERIFY} !=SUCCESS
  RewriteRule ^/ /verify-failed.html [L]
